[Voterescue] Voterescue Digest, Vol 8, Issue 25

I have been busy with other matters for the better part of a year. I 
apologize if this question seems to be "newbie-like", but what GAO 
report, Brennan Law Center, and MIT documentation is Helena referring 
to? Can I find them on-line? Where?
